解决windows报错Could not find a version that satisfies the requirement torch==1.0.0

1.进入pytorch官网

2.找到Previous PyTorch Versions，并找到下图所示部分（较靠下）

3.点击后跳转另一页面

 4.下载到本地后通过再通过命令  pip install 下载路径(该文件所在位置)   即可进行安装
