解决办法：
1. 右键 developer command prompt for vs2012
2. 选择管理员方式运行
3. 输入 cd "c:Program Files (x86)M
icrosoft Visual Studio 11.0"
4. installutil "你要发布的windowsService.exe"
5. 成功部署 :)
