calibredrv 对layer做操作

#clip.tcl
set L [layout create xxx.gds]
$L create layer 10.0
$L create polygon 10.0 10 1000 1000 2000 2000 10 
$L NOT 2 10 102
$L gdsout a.gds

其中create polygon后面的坐标单位是dbu，也就是um*1000

执行：calibredrv -shell <clip.tcl
