jupyter新建python3报错：An error occurred while creating a new notebook.

文件的权限问题：windows系统下：

　　　　　　　　　　打开anaconda的share文件夹，右键jupyter属性，然后把权限打开，在重启jupyter

　　　　　　　　linux系统下：
