原因:将Localization 给为 Chinese (Simplified) 系统必备选择从本目录下载所需框架。 默认为:English (United States) 但这状态下不能使用中文，如快捷方式名
下载到这个dotNetFx40LP_Client_x86_x64zh-Hans.exe ，发现把它摆在Bootstrapper目录里，对应中文子文件夹下 ------ 问题小时，一切OK
