According to the HEVC common test conditions , HEVC standardization had been carried out for two different scenarios. One is suitable for the entertainment applications with random access support, and the other is suitable for the interactive applications with low-delay constraints.   
Class A sequences (UHD contents) were only used for investigating of the coding performances for the random-access scenarios. And the class E sequences (typical video conferencing HD contents) were only used for investigating of coding performances for the low-delay scenarios.
