TortoiseSVN 安装时出现 please install the universal crt

解决步骤：

1.打开 https://www.microsoft.com/zh-cn/

2.搜索 universal crt (hotfix kb2999226)

3.点击链接

4.选择适合自己的版本下载

5.下载完打开安装完后重启

6.重新安装svn
