DNN 7 的控制栏，在默认安装后会出现如上图所示的问题，解决办法：web.config中找到<system.webServer>, 增加 runAllManagedModulesForAllRequests="true"

<system.webServer>
    <modules runAllManagedModulesForAllRequests="true">
     ...
   </modules>
</system.webServer>
