解决方法，需要给IIS的用户添加权限，因为不同的版本可能使用的是不同的用户，我就给文件夹添加了一个用户every one。
步骤，在文件夹上选择右键-属性-安全-追加-详细设定-立即检索
选到every one就可以了，不过这个只局限于开发过程中，部署肯定是不安全的。
