普通用户修改hosts文件

    Run Command Prompt as administrator,
    cd c:\windows\system32\drivers\etc,
    execute following command: notepad hosts

Found another way to solve the problem:

问题：由于Vista的UAC机制，所以系统文件夹里的所有操作包括移动文件（夹）也都需要经过确认。所以，在Vista中我们要更改Hosts或Lmhosts文件会出现拒绝访问的问题。
原因：由于编辑Hosts、Lmhosts文件时记事本是以普通用户身份运行的，所以没有权限保存Hosts、Lmhosts文件。
解决方法：先以管理员身份运行记事本，然后使用菜单里的“打开”来打开Hosts、Lmhosts文件就可以正常保存了。
Vista中很多程序都会碰到这样的问题，遇到出错的时候尝试一下以管理员身份运行程序可能会有帮助。
