Web方式登录出现如下提示The system was not able to acquire a citrix product license...的原因

登录WEB后，点击发布后的应用程序，然后出现如下的错误提示：

The system was not able to acquire a citrix product license.The IMA Service may not be running.Please contact System Administrator.

经过检查，出现此问题的原因是Windows Server 2003服务器的终端服务没有激活。
