TypeError: 'stepUp' called on an object that does not implement interface HTMLInputElement

意思就是说，本来应该想要的是里面的值，元素内的值，而不是Html中的标签对象。

即赋值的时候，拿错东西了。

var a= $("input[name=is_need_follow]:checked")

传的应该是$("input[name=is_need_follow]:checked").val()值，而不是$("input[name=is_need_follow]:checked")这个HTML对象
