A 100 MB link on N9K-X97160YC-EX does not come up.

Symptom:
Link stays in "not connected" state when trying to connect a 100 MB link on a N9K-X97160YC-EX line card.
Conditions:
Whenever the speed/duplex setting on the nexus side is auto/auto, the link does not come up.
N9K-X97160YC-EX running on 7.0(3)I6(X)/I7(1) version.
Workaround:
None
